Crimes Against Humanity Against the Citizens.

 


It is difficult to believe the faces that are obstructing the procurement process for the commission in the procurement of vaccines against the Kovid-19 epidemic.  But the available evidence shows that the government, the ministry and the middlemen have committed crimes against humanity against the citizens.

The vaccination campaign started in Nepal after India donated one million doses of corona vaccine last January.

Immediately, the government, in coordination with the Indian government, wrote a letter to the Serum Institute of India to purchase 2 million doses.  Serum covsilde is a vaccine manufacturer.

Serum also looked positive in Nepal's letter.  He pledged to provide the vaccine to Nepal at a concessional rate of four dollars.  But his condition was to pay in advance.

Last February, the Council of Ministers suspended the provisions of the Public Procurement Act and paved the way for advance payment to Serum.  There is a rule in the Procurement Act that full payment cannot be made at the beginning when purchasing any item.

After suspending the act, the government sent Rs 930 million to Serum for 2 million doses.  According to the agreement, Serum should have sent the vaccine to Nepal twice within two weeks at the rate of Rs 1 million.

In the second week of March, Serum also sent 1 million doses of vaccine to Nepal.  But the remaining one million has not been sent yet.  The reason for that has now come to the surface, the commission of intermediaries.

After the government started doing business directly with Serum, Hukam Enterprises, the Nepal distributor of Serum, started playing the game of commission.  He demanded 10 percent commission from Serum as he is the official seller.  In the company of his representatives, the rush began.

Meanwhile, the government had again reached an agreement with Serum to buy an additional 5 million cove shields.  This time too, the government bypassed the order.  Hukam had a chance to get 320 million commission if it got only 10 percent commission out of 5 million.  For which he made every effort.  He met with the company officials and managed to get them involved in the procurement process and wrote a letter asking them to pay 10 percent commission.

But health ministry officials were reluctant to pay the commission 10 percent.  The order did not allow the procurement process to proceed until the commission was settled.

Health Minister Hridayesh Tripathi has revealed this in an interview with www.HimalKhabar.com.

Tripathi says, ‘The middlemen tried to take 10 percent commission in the purchase of vaccines.  Due to the activism of the middlemen, it was embarrassing for 27 days and it was so crucial for 27 days, meanwhile the airborne infection started to increase in India.  That is why the process of purchasing 5 million doses of vaccine could not go ahead.

The fact that the purchased vaccine did not arrive for two months and the vaccine that was advanced in the new process was also stopped confirms this statement of Tripathi.

Meanwhile, the Corona epidemic has increased in India and its impact has been seen in Nepal as well.  Now even in Nepal, the corona has taken a frightening form.  However, the government has not taken any action against those who do not allow vaccines to enter Nepal in the cycle of 10 percent commission.

According to a letter exchanged between Serum, Hukam and the Department of Health Services, a commission of Rs 324.3 million was to be taken from the purchase agreement of Rs 3.56 billion to bring 5 million doses of vaccine.

The Hukam had offered $5.5 per dose for the purchase of 5 million doses of the vaccine, with a 10 percent commission added to the total cost of 6.05.  The proposal was registered with the Ministry of Health on March 25.

According to the order, the purchase of 5 million doses at the rate of 6.05 per dose would have resulted in an agreement of Rs 3.56 billion.  According to him, if he kept 10 percent commission, he would get Rs. 324.3 million.

After receiving a commitment from the government to bring the vaccine within 120 days, the Prime Minister had even announced to vaccinate all Nepalis within three months.

According to the registration details of the company registry office, Hukam owns shares in the names of Vijay Dugad, Abhishek Dugad, Suraj Vaidya and Ritu Singh Vaidya.  Vaidya was also made the coordinator of Visit Nepal 2020 by Prime Minister KP Sharma Oli.

According to the news published on www.Ekagaz.com, Health Minister Hridayesh Tripathi, who understood the tricks of the commission agent, had briefed Prime Minister Oli about it.

"It's your people, they're playing tricks on you.  What to do? 'In reply, the Prime Minister said,' Yes, they are. 'Moreover, the Prime Minister did not say anything to the Health Minister.

The vaccine procurement process in Nepal has been stopped after the agents entered.  Ministry spokesperson Prada Jageshwar Gautam also agrees.

"Agents intervened when it came to buying large quantities of vaccines.  Through them, Serum also wrote a letter to come through a local agent.  He then left us to take care of us directly and the vaccination process was blocked, ’’ the spokesman said.  Gautam said.

In a conversation with Himal Khabar, Vijay Dugad of Hukam Enterprises claimed that it was natural to get the profit as the cabinet had decided to give 10 percent profit on December 8.

"Entrepreneurs also have expenses, so how is it inappropriate to keep the minimum amount of money in the business as profit?" He said.
